The layers are kept in place tightly by the threaded rod that runs from top to bottom; once you tighten the nuts on each end it creates a sandwich effect putting pressure from the top and the bottom. Ultimately though, I think the key is to cut the PVC pieces nice and straight (I remember this being a difficult task when cutting by hand) so everything sits level, which will make the structure even stronger and prevent it from moving once everything it tightened.
